Startup Weekend (http://startupweekend.com/) is a traveling event where attendees build a start-up in a weekend. There's one coming up in Portland over Memorial Day weekend. I'm not sure how they decide on the project, though.
For Calagator (http://calagator.org/) we (sorta) hijacked the local code sprint group, which gets together a couple times a month to practice agile programming. Anyone can bring a project, but I recruited people in advance so I knew we'd actually get work done. The Seattle Ruby Brigade does something similar with weekly meetings, but I think most of their projects are more like Ruby tools than general-use services.
